The Tour Dure project is promoted by the Ministry of Culture, Sports and Tourism, Korea Culture and Tourism Institute (Tour Dure Center), Korea Tourism Organization, municipal-level administrative divisions (participating areas), and Tour Dure PDs. The Ministry of Culture, Sports, and Tourism is responsible for basic planning and financial support. Korea Culture and Tourism Institute (Tour Dure Center) manages the overall Tour Dure projects, i.e., the management of Tour Dure PDs, the discovery and fostering of community businesses (planning for businesses, mentoring programs, capacity building programs, supporting pilot initiatives for start-ups and management improvement, etc.), monitoring businesses, evaluation, etc. Korea Tourism Organization supports the PR and marketing efforts. Municipal-level administrative divisions provide indirect support, including Tour Dure Sarangbang and access to local resources. Finally, Tour Dure PDs are the key players of Tour Dure. At each local community, they discover and organize community businesses and support their startup and management improvement. Tour Dure PDs are the planners and advocates who serve as mediators between Tour Dure and residents, municipal-level administrative divisions and residents, customers and residents, and among the residents themselves.
